Supposedly, they slaughtered 30 million people during WW2 (mostly civilians). I wasn't aware of this. Mostly East Asians from all different countries. They basically lived by Medieval war rules of raping and slaughtering any people they defeated. They burned people alive, buried them alive, gangraped women, decapitated people, bayoneted them, all routinely. They enslaved hundreds of thousands and worked them to death.

Cruelty can correlate with intelligence though. eg. chimps are absolute sadists, partly because they have the intelligence to go for weak spots like the eyes and genitals when attacking other animals.

Physically weaker need to use cruelty or deception otherwise they would be obliterated.
