Eh, to a degree; the process of language reconstruction is based on the compiling of similarly sounding words and finding a common ancestor- this goes for many aspects of whatever language is being reconstructed. PIE, for example, is a hypothesised common ancestor to all Indo-European languages and thus common culture and blood as well.
