This is metaphorical, political language describing state actions, not indivdiual actions.
The average person only understands force. He is not a man of empathy or compassion, or concern for those outside of his immediate circle. He only listens when you go to his house and smack up some fine porcelains, or when you curbstomp him in a sidewalk, or when you seize his friends. He cares not for the well being of nation, nor the other men around him, and he is not capable of thinking in abstracts of how to make the place better.
For he only cares about his status.
This is very apparent when you see how the average normies treat socially ostracized young men.
