as far as i know when account is created here first login must be without VPN otherwise it gets rejected, so he registered lots of alts for long time using either public Wi Fi from fast foods chains as well as some neighbors Wi Fi networks to create all these alts, so they all must have similar IP range pointing to one area of the country he lives in. Didn't they get suspicious about why there were suddenly so many new accounts from the same country or even the same metropolitan area or town.
