It should be legal to shoot these mutts. Or kill them in some other way. I consider them vermin, like rats, for example.
After all, traps are set to control them.
As soon as a dog causes disturbances or intrudes on the personal space of a stranger, for example by running up to a passerby to sniff him, it should be permissible to kill the mutt.
However, the best solution would be to completely abolish private dog ownership in urban areas and make it a punishable offense.
