Despite they used to make a GTA every year of at least every few years.

it was easier to make games back in 2000s because of simple graphics, when they released GTA 5 they were able to make a lot of money on GTA Online with micro transactions so there was not much of motivation for them and also some key people like Leslie Benzies, Dan Houser
and more left the company.
