Not bad for a country to safeguard its culture, especially with how omnipresent anglicization is... but yeah, as you've said, they should probably focus on creating as innovative and business-friendly environment as they can given their rather troubled economy, which those recent moves very much isn't.
Honestly interesting to see on how much of a better track Portugal and Spain are compared to Italy and Greece.

It's even better when you remember that Italy and Greece were once, and for a very long time, the most important and advanced (in all ways a society can be, not just economically) regions of Europe. Now, not so much.
