Question about American Football for sportscels

I remember years ago I was interested in NFL and American Football and I even learned all the rules because I liked playing Madden on Xbox 360 kek, despite this sport popularity is very small in Spain. Out of curiosity I looked who won the Superbowl this year and I was surprised to see it was Tampa Bay Buccaneers, and even more to see that Tom Brady is now in that team Why the fuck would the best NFL player go to a shit tier (or at least they were in 2015 and before) team? And most surprising how did they pass from being so awful (I remember it was one of the teams with lower rating in Madden 15) to win the Superbowl?

In other sports you have the best teams that are always very good (they can have bad years but still they're very good), mid tier teams that sometimes are surprising and win but are always in the middle, and the bad teams usually remain bad unless some miracle happens like a rich Arab prince buys the team and starts getting good players and all that sheit. I guess it's not the case of American Football and any team can win the Superbowl.

It's harder to dominate in American leagues because of salary caps and equivalent structures. The worst teams also get preference in the drafts which introduce new players into the league. As a result, organizations have to build up good teams via player development and smart trades rather than just spending hundreds of millions each year. This does mean the leagues end up being a closed up shop with no promotion and relegation. People here aren't as close to their local teams but I guess the leagues are enjoyable. I wonder if the MLS can compete with leagues without restrictions. It's not impossible considering other leagues have ridiculous salaries, but it does seem improbable
