I woke up with a headache from the previous night's drinking binge and went for a 13 km walk this morning. On my walk I spotted a parking enforcement cop writing a ticket for an SUV that was illegally parked on the wrong side of the road and I got an idea. If I were to take the ticket and throw it away, the car's owner won't know they got a ticket and won't pay until the fine is transferred to a collections agency and lowers their credit score. Is it a good idea to steal people's parking tickets to cause a mild nuisance to them?
