First of all, you are completely misreading the overall situation and then applying a general statement:

You are implying that modernised Indians are more "based" because they are able to do things like this. The problem, your effective blind spot if you will, is that you aren't realizing that this ad, gives off that impression TO YOU because your psychological make-up is "Western" and post-modern. Then you are applying the rules of today (our world of woke-ness + foid worship) from the Western Politically correct setting and thinking that since this airs on TV, they are somehow able to use blackpilled humor properly. I've developed a sense for critique of Western culture and I'm a westerner. I am also someone of an Indian-American background, who grew up making many contrasts in a comedic fashion in front of my family/friends whatever, people. And I can promise you, the reason this ad gets made is not because they have "balls" or because they are so incredibly low inhibition (certainly not the majority of them, like 950 million out of 1 billion are not). In fact, in most ways of communication, the midde-upper classes (like all 7-9 of the many socio economic classes) are mostly high inhibition and careful in their behavior.
No, what's happening here is that most normal Indians have no fucking clue what the implications of this commercial could be to the Western eye. Indian people (for the most part) are very INNOCENT when it comes to the expression of such contrasts. Especially in English (they dare not do it, its bad behavior) and even in their native languages. They don't even sense/understand sarcasm or malcontent. Only the Indian Incels who are from mainland and on this site would understand what you've said, and even more so only Westerners.
Only recently, due to Western cultural influence can the Hindustan Times even produce an article like the one below. Because most of the so called "journalists" writing these sort of pieces are themselves compromised. They pomo-feminist Indians and super soy men themselves are responsible for CREATING the "backlash" sentiment itself.

Lastly, 90% of the country wouldn't even recognise this as "Indian" advertisement because of what other users have also pointed out, they are almost like Latin commercials simply dubbed over.
Fact is the West could make commercials like this again if comedians like Bill Burr (for one example) were allowed to be in charge of studios and woke-ness wasn't a thing.
