No, i just always thought anime refers to japanese animation specifically, because it has a very distinct kind of style, which has some variations, but nevertheless can be identified by some crucial elements. Also Manhwa is a korean adaptation of japanese manga, not an animation genre.

But it would be hypocritical considering the Koreans have always done fill in animation work for the Japanese studios, if you have ever paid attention to the end credits and seen a bunch of Korean names.
