They don't give a fuck about that though, the ulterior motive to introducing ID verification is that nobody will be able to be anonymous on the internet anymore. Sure, they could still find out who you are, even if you use a VPN but that requires a lot of work, this makes it way easier for them to identify people that criticize the government.
