Damn, you've got my blood pumping. I couldn't sleep thanks to you so I started brainstorming the steps we could take and what I should research:

• Find out the location of the free land given away by Russia
• If it's nowhere near women, switch to looking for cheap land in Kazakhstan or Russia
• Use satellite imagery and height maps to find fertile land with natural barriers and minimum entrances/exits
• Get enough men or money or both to monopolise a secluded area, this helps us make our own rules with minimum interference from police
• We'll probably have to sleep alongside each other like a barracks at first while we concentrate on building productive investments
• There will probably be a lot about local ecology that we don't know despite research. We have to be humble and adapt
• We have to use planning and education before we move to create a market niche for ourselves and get the money rolling in

This is the uncomfortable part. It might be several years until we make back our initial investment. A new society will have to face the reality of enforcing discipline. It's inevitable that some misunderstandings or disagreements will occur and a trusted leader like @13k or whoever would have to intervene. The losing side would have to eat their disappointment and accept the cost of living in a society.

Once we're rich enough that locals start relying on us, we can start influencing law enforcement and begin looking for wives, maybe concubines too. In a country like Kazakhstan where bride kidnapping by locals in rural areas is condoned, we would be relatively feminist in comparision, no joke.
