I have grey/green eyes and dark brown hair, but I look like a fucking goblin, more so being a shit vision glassescel. Even if I had blonde hair and blue eyes, my ethnic features would ruin it(flat face and undefined cheekbones, coarse curly hair, wide and protruding nose, etc). You need to have a typical Northern European facial structure as well, pale skin doesn't really halo you that much by itself. The attractiveness level that you mention ultimately means a very specific bone structure.
