If I'm scrolling, clicking things or doing anything on my pc it sometimes makes a quiet or loud buzzing sound. Should I be concerned or is this normal?

It usually comes from the graphics card, you‘ll need to dismantle it and put the graphics chip in a microwave on maximum power for 2 min

Coil whine is usually nothing to worry about. It's random vibrations.

That being said, if it's the power supply which it may be considering you're saying it happens under light usage, that's up to you on replacing it. PSUs are the one part you don't want to fuck with.

Would not replacing it cause any long term damage? Or just a gay slight sound that's nothing to worry about.

There's no other problems with my pc i'll probably be fine.
