Sure, he might be a late bloomer, but I don't think he's going to grow an entire foot more at 16. It's kinda over for him no matter which way you cut it. If he grew 6 inches he'd still be 5'6" which is still firmly in manlet territory, but there's no guarantee he's even going to grow that much.

good idea, he has to do every single thing to stimulate growth. Even if it is costly he has to try, being a sub 5 foot male I don't even know how someone can go about it. I feel suicidal at my height and im still 7 inches above 5 foot. 4'11 however is significantly shorter than the average woman in the west, its dwarf-territory.
