I think North Korea is too authoritarian (requiring domestic permits to travel through different regions of the country would hamper the domestic economy)

I think Nazi Germany or Imperial Japan had the right balance of private initiative and control (in Hoi4 of course)

I would take care of my own people and wouldn't give any citizen a legitimate reason to be dissidents (like jailing, torturing or killing their family members). Those who do would most likely be operatives of an enemy state or rogue individuals seeking power for their own selfish interests.

I will not discuss here what I would do.
