As much as dating is dominated by dating apps nowadays, back in the day you got your wife/girlfriend through your social circles; friends, extended friends, friends of your friends, ect. Only when that failed was when you were forced to look for love in your workplace, outside your social circles, ect. To adress your take; You can have friends and still struggle; but to be more specific, it depends on what friends. I used to be friends with a loser like me back in primary school, does that make me a fakecel? You need a well-built social circle to truly reap the "maybe-potential" of getting a partner through that method; in practice that simply won't work now.
