How come communist states struggle to deal with famine

Usually big centralised states should have the resources necessary to respond to natural disasters and problems. Let alone manmade famine. Grain stockpiles, importing food from elsewhere etc they can make use of that massive treasury and bureaucracy connected to every area

Yet it seems like communists engineer famines then export and steal grain from starving peasants like some plundering warlord or merchant instead of using their resources to respond.

Even kulak agitation, you have all that power yet you can’t even use it to prevent panic selling? Why not compromise instead of letting all that wealth leave the economy

Do they get away with severe incompetence just because they’re working towards this Marxist utopia?

There were a lot less famine under communism than without none of them were because of Stalin. Stalin should shot the kulaks in the head for burning the grain. There's never gonna be true communism until all the capitalist class is eliminated, the west has to fall and Europe. That was the mistake of Stalin and Lenin not declaring war on them.
