When Romania joined the Axis Codreanu was dead and Romania was ruled by Antonescu who sidelined the Iron Guard.
Romanian soldiers on the Eastern Front were known for being lazy and cowardly, and were rightly despised by their German allies. Even the disaster at Stalingrad was the fault of the Romanian army, which failed to defend the flanks of the German 6th Army, condemning it to encirclement.
