You are simply too hungry to maintain a low body fat percentage, be it on 1000 or 5000 calories.
It could be that you have too many fat cells, "numb" leptin receptors or simply a too large stomach among many other issues.
All those factors are almost completely unchangable once you're an adult.

Not everybody can have a sixpack and a lean face without severely limiting his quality of life.
