I live in the Netherlands. The government has ordered that public places be shut down, so it makes sense these prostitution places are also closed off. There used to be a brothel at the end of my street, but they closed it down for good years ago. In my city, there isn't really a central place, you would have to go to other cities like Amsterdam or the Hague. I have walked past the red light district a couple of times myself. I generally avoid looking to my right or my left, as I don't want to give the prostitutes a wrong impression. In order to get downtown, you have to walk through it. That is the only reason I was there the few times I was.

They are public places, though. It is literally in the streets. It is a popular place after all where many people gather. The police have been instructed by the government to give fines to social gatherings. And a lot of people go to those places, hence why it most likely has been shut down.
