Do latin americans and mixed people count as ethnics ?

From what i observed, ethnics = people from MENA and south asia.

I thought i was ethnic, but from what I observed, some users use ethnic to refer only to people from MENA/South Asia.

All non whites are ethnic. Mixed people depend in how white they are, there are different standards
