i am currently a 3, with hair-transplant i will be 4 within 2 years, then i'll go limb lengthing process for a year it will take me another year to recover from it and then hit the gym and get a mesomorph type of body with atleast 4 pack abs. so within 5 years i should be able to ascend to a 6. sad part is i will be 29 by then.

Sorry, but I have to disagree. A haircut can make a big difference with some people. I know many men from my environment who looked much better after getting a new hairstyle. If you find a suitable hairstyle that can bring you up a few points. The gym also makes you look better. not necessarily your face, but body is also important.
