I feel like years 13-18 isn't the whole story about maturing into a man. Seems like there is often significant development in the early 20s still for many men.
Relating to this, I don't think anyone younger than 16 should be considered an incel, and even 16-19 years is a bit questionable range to label someone an incel, in my opinion.
