You do it yourself by stretching the skin and inducing mitosis; it takes a long time, but it's essentially the same method doctors produce skin for surgeries.

That's almost impossible; there must be some residual skin that you can work with. You should look into the foreskin restoration website. I barely had any outer skin at first, and within 5 months I have increased it significantly.

There are guys who had the worst, tightest cuts you could imagine and they still managed to restore, despite having almost no inner/outer skin. I think you might surprise yourself with what kind of coverage you can eventually achieve; evening it out is also possible—though maybe it's truly hopeless in your case, but I doubt that.
