Yeah so basically she wants to uh end anonymity on the web (not that tor existed already) it would most likely be another nothing burger in all honesty and won't ever go into practice unless they want to make Labour even more unpopular, plus people can just use anonymous payments on VPNs like Crypto and Cash or use even fucking web proxies.
Doing this would be tantamount to banning VPNs anyway because it defeats the whole purpose of trying to be private online and the more privacy respecting ones would just pull out of the market than deal with AV bullshit.
It's honestly funny how these retarded government ministers can introduce this shit about "PROTECTING THE CHILDREN!!!!!"

The only thing they'll do is just tell platforms to not encourage it's users to use VPNs to bypass the AV shit but anyone who was watched enough youtube knows how they work, because everyone is sponsored by them
