ill admit i dont know much about gypsies but I heard they live life by traveling around and they never stay in a permanent home due to their culture. staying in higher iq countries isnt a guarantee for increasing iq no matter how long it is. but its their refusal to change that keeps them low iq, not their genes. any gypsy family can raise their iq if they changed their habits

That was probably true a century or more ago. One narrative goes that Indians back in the day were taken aback by the criminality and sloth of gypsies and gave them the boot. The somehow managed to reach Europe where it was legal to evict or slay gypsies in certain countries for a while as their obnoxious behavior came to light. After WWII all sorts of treaties and laws were instituted including universal pensions for all people regardless of working history which was a god send for gypsies in Scandinavia and presumably some other places. After WWII gypsies in some countries also developed new superstitions and customs which helped them avoid meaningful employment and become more effective thieves under the guise of culture.

Practical gypsy culture as it is effectively visible to outsiders is largely about 1) superstition and 2) crime. Both are based on an ethnic religion of bowing before the oldest semi-literate clan leader instead of a deity which pretty much means that for many hardened gypsies religion is the only way out of their lifestyle as that way they can recognize an authority higher than a relative larping as a Soprano without losing face. The intelligent and lucky gypsies who made it out of the culture alive integrated with the native population. The ones who pay lip service to both sides also help the core gypsies groom new victims as most people grow tired of hating people even when it's warranted. The fence sitters who appease both sides deserve some sympathy even as they lie through their teeth about gypsy employment and criminality as regular gypsies might give them a very hard time if they explicitly condemned them.

With the human rights and coddling of today the gypsies residing in the countries with the most generous social security systems don't have any need to travel except for scamming more benefits from neighboring countries or seeing their relatives there. There is a big divide between the behavior of various gypsies depending on where they reside and the political conditions. They can be somewhat timid thieves and beggars or extremely violent and arrogant if they sense that the populace and police around them is not prone to retaliate harshly.
