Well, Biafran Liberation Army isn't far from reaching military power comparable to Boko Haram shawarma. We raid and destroy terrorist vessels from unfriendly countries traveling through Nigerian/Cameroonian terrorist passages... so that's a beginning (despite technological lacks within our improvised navy).
