Foids are to blame for the rapes by being waaayyyyyyy too picky and refusing to have sex with males. Say women were normally pairing off with men and enjoying romance and sex, and normally having children, and then women were still being raped - yes that is a crime.
To give an analogy say the farmers/bakers formed a cartel and weren't supplying enough bread for everybody and charging monopolist rents and getting mega rich. Then there was increasing theft and then out of control theft. The state isn't going to put millions in jail, nor can it. Thats on the farmers/bakers to change their ways to a more equitable solution... eg.. normal profit margins and enough bread supply for everybody.
