I'm so tired of my chud dad having to watch TV at 200% volume, like that nigga KNOWS I have tism and can't concentrate if shit gets too loud, and he just doesn't GAF. And it's not just my dad, everywhere I go I just can't understand how some animals can be so inconsiderate to subject others to their garbage music or shit like that. It's all maddening!!!

I understand that very well.
I have sensitive hearing, and all around me are a bunch of antisocial people who constantly have to drill or hammer, honk their car horns repeatedly to let their relatives know they're there, etc. And of course, thanks to the stupid dog nutters, there are countless dogs who torment me with their stupid barking.
Foids who talk loudly on their balconies on the phone or talk loudly on the street, babbling nonsense. While giggling/laughing stupidly.
I hate all this stupid noise. It's just making me sick.

Note that when you hear that shrieking noise, the cutting insert + tool is basically swinging too much. In other words, there is not enough pressure on the cutting insert.

Usually that can be fixed by increasing the depth per cut.
Alternatively you could check whether you can decrease the length of the tool holder and or use a hard metal tool holder.
