Looks like a Korean found out about 2000s PUA culture and decided to make a whole manga around it.
I decided to skim through it out of curiosity. The main character is a clumsy, awkward pretty boy who basically looks like Light Yagami but drawn in a manhwa style. It seems to lean heavily on the "accidental pervert" trope with the main character accidentally sexually harassing/violating women. The manga also has a lot of pretty sexualized panels that show as much as possible without just being straight up porn. This, combined with the author's other work "Pervert club" makes me think he wanted to draw hentai but can't because it's a crime in South Korea.
While not completely satirical, the PUA friend of the main character seems to be written as being kind of obnoxious as opposed to being a self-insert who's beliefs match the author's 1 to 1.

Anyway, regardless of the author's genuine views on PUA, it's not something that would ever take off in South Korea the way it did in the west in the 2000s. Cold approaching is extremely frowned upon for several reasons. For one, South Korea, much like other countries in the region is a pretty introverted culture. There's also the fact that radical feminism is pretty mainstream there (albeit with a decent amount of backlash from young men).
But more importantly, the importance of looks is well understood there. It's pretty well known that Koreans are big into lookmaxxing/plastic surgery. So I don't think you're going to see a bunch of Koreans doing the Yad stop
I could definitely see PUA taking off in a country like India though. If that ever happens Rehab Room is going to have enough clips to use as cold openers for the rest of his life.
