If Russia goes to 1.5 million active duty soldiers like it says, and every soldier/officer makes with benefits $50,000 USD A year.. that would be $75 billion a year in wage expenses. That is no problem for China to pay for indefinitely. China's annual economy is around $20,000 billion.
How would China pay for it in practical terms. Probably Russia would be running a $75 billion trade deficit with China and as long as China just keeps rolling over the debt and not asking for repayment, then it essentially is gifted to Russia. Of course China would still hold the debt and it would control whether to keep allowing Russia to run such a trade deficit.
