It depends on the situation. When people have power/authority/status over others they generally become this way. But when someone has power/authority over them they become submissive.

But in the vast majority of relationships, the man is the one who is subservient. Even guys who act ostensibly "masculine" kowtow to their wife/girlfriend if they have one. This is because women always have more power in relationships because men want women far more than women want men.
