The bullies themselves will just think "oh he probably had psychological issues he was prone to suicide anyway because he was weird" and feel no remorse.
Even if he shot the bullies, NPCs will then say "If you're going to kill yourself do it! Don't be a coward and take others with you!" and dismissing the whole point of the action. It's literally the last resort because no help was provided.

And for legal reasons I am not condoning violence towards others, I however condone being offered help and being understood.
