Depends on what you mean by 'thin' or 'big', you can't expect a clear answer here.
Obviously being fatter makes them bigger and obviously there's genetic predisposition to storing fat differently in different areas of the body (hormones also affect that) and also breasts have some non-fat composition too where genes could affect larger sizes even when thin.
