He is banned, others have already told you that someone's profile 'not being available' doesn't mean they've ignored you. AFAIK, the only way to actually tell if someone is ignoring you is by checking to see if you have the option to start a chat with them.

Hard bans don't cross out the name of the user—you just can't access their account or view it. That's why @Cuckoja doesn't have his name crossed out either.
