Tatars are an absolutely harmless people, so Russified that they are not much different from any Eastern European in terms of civilization.
I think it's clear that the Chechens were the only ones who left the Russian Federation when the USSR collapsed and there was a chance for independence.
The Bashkirs are a completely Russified people who have lost their identity.
Ethnic Ukrainians in the Russian Federation do not have a sense of Ukrainian identity, although many people have Ukrainian surnames and speak some Ukrainian dialect in the Kuban region.
Kazakhs are relatively civilized, at least those from Astrakhan and Orenburg.
