A dictator who cares about the people. Serving one person is much easier and more understandable than serving a bunch of lords. There is no point for the aristocrats to care about the people or improve their lives. In fact, they already own the land, so they live on the rent from it. In the Russian Empire, the aristocrats led the country to ruin because of their unwillingness to reform, they just went to balls, drank wine and enjoyed life while the Bolsheviks could be prevented.
