Just a random thought I had, would it depend on if the dragon is sentient, possesses human level intelligence or greater, and is capable of speaking? But then again dragons are basically flying dinosaurs. But there’s many iterations of dragons, some are basically gods that far surpass humans in intelligence and age. And then some are instinctual animals that can’t talk.
There could be an argument that if a dragon had the ability to consent and was even smarter or as smart as humans, would it still count as an animal? Just like we don’t count ourselves as animals due to having greater intellect.
