Wetness is the ability for a liquid to stick onto another surface of a substance. Water molecules have a strong polar bond, so they all tend stick to each other. Therefore, you can say that water is wet, as long as there is more than 1 water molecule.

We must find out then.
In gas form, a single water molecule collides with other molecules in it's surroundings, which creates pressure. So water is collidable as long as it's not in a vacuum.
