idk I feel like motivations behind mass killers and serial killers differ. There are still plenty of active serial killer lol there was one in my city growing up. Samuel Little started his spree in the 1970s and he only got caught in 2014, and they still don't know all his murders.

Cell phones, survelliance cameras, and DNA basically made it impossible to get away with multiple murders. DNA tracing is apparently really good now - they can do analysis on sweat / dust, they can even do DNA matching on leaf particles on your shoes and match them to where a body was found. So people who might have become serial killers end up getting caught before they make their 2nd or 3rd kill.

Serial killers have become rare because of technology. Serial killers had a brief golden age during the 1960's~1980's thanks to transport being easy, but then forensic technology advanced and makes them rare.

You still find serial killers in places like Colombia and Venezuela because of a lack of police resources.
