Someone who wanted to kill and did so with no provocation will get a much harsher sentence than if it was an accident or whether they were juveniles. There are definitely "reformed" murderers living among us who don't have to sign into any kind of registry, so their movements are tracked and they are restricted from living near peaceful people.

I remember on netflix about a year ago: I was watching a documentary about human trafficking, and in the show, the girl, who was probably 14-15, was a sex slave. Her pimp was an above average looking man.
