Simply because it creates more health issues requiring more money to fix them than it would generate. Governments are fucking greedy, and they know that depriving at least the 80% of men (according to OKstupid that should be the percentage of "unattractive" men around) of their organs will crash them into wild and unsalvageable debt.

Moreover, I don´t think this would even work out, at least in the present time.

They already do it but in closed doors.
I read somewhere else how men who went to therapists got castred because they're unattractive.
They didn't force them obviously but instead of helping them, they supplied drugs to do the unforgivable.
In the 2020s, I would not be surprised if they would say to ugly men how they were born into the wrong body...
