While culture is definitely a factor, I think race is much more important in so far as integration is concerned. I think it's more important because it's something you cannot overcome. Cultural boundaries can be transcended entirely in a single generation, sometimes even sooner, racial differences not so much. You see it all the time on this forum, a huge part of the population here is brown incels living in the west who are discriminated against due to their race, despite many of them being 2nd or 3rd gen and being culturally very western, their race is holding them back from full integration.
