Why don't americans use right to recall a lot more

Americans in so many states have the ability to right to recall judges, police commissioner, district attorney, education minister, right to recall governor.

Why don't they use this power that they have?

Well lets say your city has so much crime. You do right to recall police commissioner to scare all future police commissioners to clean up crime or they will be recalled too.

Most people won’t recall a politician they voted in. I don’t think many if any of the progressives hid their policies before being elected
