As for why people would do it, at least in my area cops make a LOT of money off of OT. They are the highest paid public workers. Also they get pensions and good retirement benefits.

Police work as law enforcers and revenue generators for the town or state corporation by extravt wealth via court orders/license enforcing, tickets, etc., and thus partially they are a subcontractor of the federal government. They don't work for, muh, your rights.
