Shampoos strip your hair of your natural oils. As a result your scalp overproduces oils to compensate. Dandruff is caused by a fungus feeding off of your hair oils. So all shampoo will cause dandruff.
You can either deal with it or go no shampoo. Neither will be fun. For no shampoo to work, you have to lead a generally flawless lifestyle health-wise, because poor health = inflamed scalp. That means good sunlight exposure, and good quality, healthy, local food. First month of no shampoo will cause more dandruff and grease. It is rough and will take months to be worth it. If you don't wanna deal with it keep shampooing, but it's a losing game.
For me, I had 6 months of NEETing as my university was cancelled so I did it. First month my hair was very greasy. But now, about 7 months later, I wash my hair with just an egg yolk and water every 5 days and don't have to style it at all. It used to get greasy the very next morning after washing, now I can just wake up and go on with my day.
