Sex is also a basic need, it's just like food, drinking, health, sleep etc. Why is it viewed differently?
 
The gist of the argument is that ensuring sex for all would essentially require someone else to have sex against their will. I think there is a point to this argument. People rarely say that having friends is a basic right either and the same problem applies there as well.
