Where did you hear this? Sex is a basic need for many normies; It's a reason many relationships can fail (see /r/deadbedrooms). Normies just hate hearing people that suffer complain about their problems.
Why do states not mind using prisoners to make license plates, but they refuse to turn women's prisons into brothels? So many problems would be solved if female prisoners had to turn tricks for the government. Not least of which, it would end leniency toward women, because female convicts become a cash cow for the state.
